· University-advanced degree in Political Sciences, Engineering, or related fields
· Extensive experience (3-5 years) in emergency projects management and implementation
· Very good administration and accounting skills (on-the-spot constant supervision and monitoring upon project administration is required)
· Ability to prepare clear and concise report and project proposals' development - writing skills
· Office management skills - problem solving
· Leading and representation skills - liaison/negotiation and lobbying
· Ability to make effective decisions under time pressure
· Capacity to work independently, strong strategic and creative thinking
