<b>Background:</b><br />

The purpose of the consultancy is to provide grants management technical assistance (TA) to the United States Department of Health and Human Services/Centers for Disease Control (HHS/CDC) partners/grantees in Kenya. <br />

The Co-Facilitator will be part of a team of trainers which will be led by a Lead Facilitator. <br />
<br />
As part of a capacity development program, the consultant will be part of a team that will provide training to 45 Kenyan non-governmental and governmental organizations grantees to build their managerial and organizational skills. <br />
<br />
The overall scope of work includes cooperative agreement management training that will equip CDC Kenya partners with the ability to register for, apply for, administer and report according to United States Government assistance awards and procurement requirements, grant audit resolution, broad internal control and review of specific concerns with cooperative agreement management issues, evaluation of recipients’ current level of management capability, recipient understanding of applicable laws, policies and directives. <br />

World Learning has proposed to deliver three (3) five-day training curriculum through 3 workshops: 2 workshops in Nairobi, Kenya and 1 workshop in Kisumu, Kenya to provide the opportunity for staff from all 45 cooperative agreement partners to participate in one 5-day workshop.<br />

<b>Technical Co-Facilitators/Trainer Consultants responsibilities:</b><br />
<br />
• In Kenya, the co-facilitator will participate in a three-day preparation and coordination meeting with the Lead Trainer/Facilitator and the other co-trainers/facilitators. A detailed daily schedule and training agenda for the 5-day workshops will be finalized in this meeting, and the completed agenda, curriculum, and the co-trainers will become familiarized with the training curriculum.<br />
<br />
• Attend three-day preparation and coordination meeting led by the Lead Facilitator;<br />
<br />
• As part of a team led by the Lead Facilitator, conduct three (3) five-days Grants Management Training Course for all HHS/CDC grantees; and<br />
<br />
• Contribute to final report for each of the trainings.<br />

Context and Background<br />
Merlin has been working in Kenya since 1998. Merlin is currently operational in two geographic regions: Nyanza Province and Turkana in western Kenya. In addition to the country office in Nairobi, Merlin maintains offices in Kisii in Nyanza Province and Lodwar in Turkana. Merlin is currently implementing three projects based in Kisii: two addressing HIV/AIDS and TB, and one aimed at reducing malaria incidence.<br />

The study will have a regional focus. As such, it will include nine countries in the African region including Kenya, Malawi, Mozambique, Tanzania, Ethiopia, Ghana, Mali, Niger, and Burkina Faso.</span></div><div dir="ltr" style="margin-bottom: 0pt; margin-top: 0pt; text-align: justify;"><span style="background-color: transparent; color: black; font-family: Arial, Helvetica, sans-serif; font-style: normal; font-variant: normal; font-weight: normal; text-decoration: none; vertical-align: baseline;">As part of the research, consultants will be contracted to conduct a review of literature on climate change and gender integration in crop-livestock systems. The consultants will be contracted for 30 days to review relevant materials including scientific and academic journals, research reports, policy documents, working papers and other relevant literature on climate change and gender issues in Africa. <span style="font-family: Arial, Helvetica, sans-serif;">change centred on scientific and technical aspects such as greenhouse gas emissions, ozone depletion and environmental impacts of global warming, attention is now increasingly encompassing the economic and social aspects of climate change.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;"> While women and the poor are likely to be most affected by climate change, the constraints they face in crop-livestock systems are not being adequately addressed in research programs due to the lack of a systematic approach and low capacities to integrate gender in a meaningful way. On the other hand, as key actors in the agriculture sector, women can play an important role in addressing and leading efforts to adapt to climate change.</span><br />

Hence gender perspectives on climate change (i.e. mitigation, adaptation, policy development, decision making) need consideration. They have a significant role in dealing with issues such as energy consumption, deforestation, burning of vegetation, population growth, and economic growth, developing scientific research and technologies and policy making, amongst others.</span><br />

Our vision is a world in which people do not die of AIDS. Since 1994, the Alliance and its partners have supported over 3,000 projects, in over 40 countries, reaching millions of people.<br />
<br />
The International HIV/AIDS Alliance is seeking a Programme Officer in our East & Southern Africa team who will be responsible for programme development, monitoring and reporting, contract oversight, programme implementation and budget control of Linking Organisation programmes in assigned countries.<br />
<br />
The successful candidate will be an experienced Programme Officer with sound knowledge and experience of HIV and AIDS programming, who possesses the right mix of skills and experience in programme start up and management. They will be highly motivated, flexible, capable of working both independently and as part of a team, and able to exercise leadership in the secretariat in support of country programmes. Fluency in Portuguese is essential.<br />
