1.      Programme officer - Ref: HR-04102011-3
National position fulltime based in Nairobi, Kenya

Purpose of the function
Based on Oxfam Novib's strategic plan, to further refine and implement the organisations
country policy and the one programme approach in close co-operation with other Oxfam program
staff and local partners.

 Main tasks

1.      Takes initiatives to elaborate and implement the Oxfam in Somalia Country Strategic priorities. Signals opportunities for local co-operation and back-donor funding that contribute to the goals of Oxfam (Novib). Develops and maintains partnerships.
2.      Contributes to the development, implementation and monitoring of the annual plans and  contracts, in co-operation with (inter)national organisations, to the development of the strategic partner portfolio and the communication around this. Provides for the appraisal of reports and registration in SAP or such other software.
3.      Initiates and facilitates Knowledge & Information Management (KIM) with local partners to strengthen the effectiveness and implementation of programmes and lessons learned. Facilitates networks between partners and relevant external actors like knowledge institutes, and initiates and facilitates reports and any publications in this area.
4.      Identifies, organises, facilitates if needed and monitors capacity building processes for partners on relevant themes


2.      Accountant/Bookkeeper Ref: HR-04102011- 1
National position fulltime based in Nairobi, Kenya

Purpose of the function
To maintain the financial and administration aspects of the country office in such a way that
the office running costs are efficiently and effectively administered and accounted for
according to the standards and procedures set.

Main tasks of the function
1.      To register and process procurement invoices and declarations, including the coding of invoices of the mail dispatch companies, and to arrange their initialing and payment. To prepare the monthly payroll;
2.      To carry out the administrative organisation of all data on payments and receipts of the office running costs, keeping records of all financial mutations. To manage cash transactions in the office and maintain contact with the bank and HQ regarding financial transactions. To calculate currency conversions and record cash movements;
3.      To assist in the preparation of financial reports and to inform the manager when spending is not according the (financial) planning; To maintain financial records through filing, retrieval, retention, storage, compilation, coding, updating and purging;
4.      To compile various financial documents, verify their accuracy, and ensure compliance with established procedures;
5.      To arrange the entry or change of creditors’ basic data;
6.      To perform any other relevant duty at the request of the line manager.


3.      Humanitarian Program Officer Ref: HR-04102011-2
National position fulltime based in Nairobi, Kenya.

Purpose of the function
To contribute to the design and implementation of Oxfam Novib humanitarian strategy in Somalia/land. The job holder will ensure that Oxfam Novib (ON) and its partners have the capacity and are able to respond to and deliver quality Emergency Food Security and Vulnerable Livelihoods interventions.
