2011 EU CALL FOR PROPOSALS - UGANDA


Delegation of European Union to the Republic of Uganda has issued an open call for proposals aimed at promoting human rights and supporting the peaceful conciliation of group interests in that country as a part of the European Instrument for democracy and Human Rights (EIDHR).


Objectives


The global objective of this Call for Proposals is to contribute to the development and consolidation of democracy and the rule of law, and respect for all human rights and fundamental freedoms, within the framework of the EU’s policy on development cooperation, and economic, financial and technical cooperation with third countries, and consistent with the EU’s foreign policy as a whole.


The specific objective of this call for proposal is to contribute to the promotion of human rights and the facilitation of peaceful reconciliation of group’s interests in Uganda.


Financial Allocation


The overall indicative amount made available under this Call for Proposals is EUR 299,522. The Contracting Authority reserves the right not to award all available funds.


Priority issues for this Call for Proposals


1. Pursuit of common agendas for human rights activities to promote women’s and children’s rights, and empowerment of other under privileged groups including persons with disability.


2. Initiatives to enhance the inclusiveness and facilitating peace reconciliation of group interests in the local communities


Results expected:


Improved observation of human rights and peaceful co-existence in the local communities of the target operational area


Selection Criteria
The selection criteria are intended to help evaluate the applicants’ financial and operational capacity to ensure that they:


- have stable and sufficient sources of finance to maintain their activity throughout the period during which the action is being carried out and, where appropriate, to participate in its funding;


- have the management capacity, professional competencies and qualifications required to successfully complete the proposed action. This also applies to any partners of the applicant.
