Job Purpose:
The Head of Kenya and the Horn of Africa programme is responsible for the design and delivery of all Saferworld’s work in the region, promoting conflict prevention and cooperative approaches to security and justice. The current focus is on the Kenya and Somalia country programmes; developing interests in Ethiopia and at the sub-region; and–together with the Head of S/Sudan and the Great Lakes programme–developing broader regional interests and acting on strategic opportunities for new engagements where they occur. Senior technical Advisor in Agriculture
CARE USA is seeking an experienced Senior Technical Advisor (STA) for Sustainable Agriculture to support primarily our women-focused agriculture program, Pathways. The incumbent will be responsible for providing technical and programmatic support to Pathways and contribute to CARE USA agriculture strategy more broadly, specifically related to climate smart agriculture with a specific focus on addressing constraints and opportunities of the CARE impact groups, specifically women and youth. S/he will assist in the development of appropriate guidance and approaches to programming and ensure the systematic sharing of lessons across Pathways countries as well as CARE’s global Agriculture portfolio and with external partners. By working closely with the Director of the Economic Development Unit, the incumbent will contribute to the implementation of CARE’s Sustainable Agriculture strategy which is tightly linked with CARE’s Market Engagement Strategy. Principal Responsibilities:
- Contribute to the analysis of underlying causes of poverty and support the launching of Pathways programs with particular emphasis on sustainable intensification and gender sensitive agriculture for the relevant impact groups, particularly women and youth.
- Help CARE staff and partners to understand the actual and potential roles of sustainable agriculture for the country office impact groups and long term agriculture and food security programs.
- Integrate sustainable agriculture approaches with CARE’s economic development and market engagement strategy in agriculture-related programs.
- Ensure sustainability criteria are well integrated into market-led and agriculture value chain development initiatives and both are gender sensitive.
- Work closely with CARE’s Climate Change Team to incorporate climate change adaptation and mitigation elements into Pathways programs.
- Work closely with resource development, country offices, Pathways team and CARE International members to increase funding for Pathways countries from foundations, corporations, and other donors.
- Facilitate and support a strong learning and knowledge sharing community around sustainable agriculture practices in CARE
- Serve as a key spokesperson on issues related to agricultural production policy and programming in women’s equitable engagement and sustainability in agriculture.
- Represent CARE’s work in Sustainable Agriculture under the Pathways Program in relevant internal and external forums.

Professional Profile and Requirements
1. Qualifications
- Academic degree in Business Management, International Development, International Relations or other relevant field;
- Minimum of five years work experience in the development sector in East Africa with an international organization;
- Minimum of three years work experience in people management;
- Knowledge of trends in international development issues and disability & development issues in particular (MDGs, UNCRPD);
- Sound knowledge of medical and rehabilitation activities and CBR guidelines in an African context;
- Experience in dealing with a variety of Government ministries, local and international organizations and other partners;
- Experience in planning, management and evaluation of programme work.
2. Competencies and Skills

INTRODUCTION
ICS, is a Dutch child development organization that aims at creating a safe and enabling environment in which all children-irrespective of their nationality, religion, colour, gender or political opinion-realize their rights to be protected, be educated and be healthy as well as being responsible members of society. The project officer, skilful parenting will be based at the ICS Africa, regional office in Nairobi.
ICS together with other participating partners jointly initiated a skilful parenting initiative in Africa (Parenting in Africa Network – PAN). PAN is now a Network of member organisations in Africa with the aim of being a platform for information and knowledge building and sharing on areas of concern around parenting in order to inspire programs with a focus on skilful parenting for the ultimate protection of children.
JOB PROFILE
Under the direct supervision of the Program Manager Parenting in Africa Network (PAN), the Project Officer will provide technical support to the secretariat in coordination and organization of all research related activities necessary; to build a wealth of information on parenting as is required by the Network.
Specifically,
· Ensure effective start and completion of baseline surveys, studies and research commissioned on parenting skills as per the approved work plans and within the chosen areas in collaboration with participating PAN members and partners.
· Design and develop a parenting information database to support the programme data collection activities; and conducting literature reviews to support programme activities.
· From time to time, engage in a wide range of research activities and employing a range of different research methodologies to enrich the information database of PAN.
· Drafting research specifications and agreeing on terms of reference for research when commissioning and project-managing research projects;
· Developing research instruments, such as questionnaires, FGD guides and editing draft reports while ensuring quality control of the process;
· Conducting and analyzing studies with large scale data sets, with network members and other stakeholders.
· Ensuring that research is conducted within a set time frame to meet programme requirements;
· Providing information on existing research available in the programme area;
· Working in close partnership with external research contractors, other programme colleagues during the course of the research
- Producing both written and oral briefs for colleagues and stakeholders , based on reviews of research evidence
- Responding to external and internal research enquiries from colleagues, and stakeholders
- Support the PAN secretariat in design and use of an M&E system for the organization.
- Keeping up to date with developments in policy and social issues, as well as qualitative and quantitative research methods;
- Delivering presentations at conferences/ meetings
KEY DELIVERABLES (OUTPUTS)
1. Programme planning, coordination and implementation
· Develop a comprehensive survey , research and study proposals detailing the methodology, tools and timelines of data collection for each location.
· Organize, plan and ensure quality is adhered to from start to end of the survey and research project
· Design and conduct training for enumerators and staff who will participate in the field data collection activities
· Organize and undertake pre-testing of the data collection tools/instruments in liaison with the participating PAN members and PAN secretariat staff.
· Support the secretariat in establishing and maintaining working relations with partners and collaborators in the skilful parenting program, specifically the research project.
· Relationships with the community and partners effectively managed and opportunities for enhancing program activities identified and communicated.
· Prepare written progress reports through various stages of research activities.
· In collaboration with participating organisations and secretariat staff, lead in data analysis and documentation of an end of project report.
· Draft the entire research report in preparation for validation, publishing and dissemination
· Support the secretariat with design and installation of an M&E system for monitoring program activities.
2. Internal and external relations
· In collaboration with the Program Manager, maintains frequent contact with partners and member organisations implementing skilful parenting programs and “Parenting in Africa” network.
· Represent the Network in partnership meetings, conferences or workshops as assigned by the Program Manager
SKILLS SUMMARY
· Demonstrated working knowledge of social research methodology and study design
· Must have experience in qualitative and quantitative research methods
· Ability to work under minimum supervision

Merlin International Profile
Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries.
Merlin has been operational in DRC since 1997. Merlin teams have provided emergency medical care to the most vulnerable populations in Maniema, Kasai Oriental , North Kivu and Orientale Provinces. Activities have included emergency response, support to primary and secondary health care facilities (including supervision, supply of drugs, and the payment of incentives), reproductive health, institutional capacity building, immunisation campaigns, nutrition, WASH, and the rehabilitation of health facilities.
From 1 January 2012 Maniema and North Kivu will operate as autonomous programmes, each reporting direct to head office in London; they will be supported by country offices in Goma and Kinshasa.
In North Kivu Merlin currently works in Rutshuru/Binza, Kayna, and Birambizu health zones, providing essential health care services to DPs and host populations; and will provide the health component of the rapid response to movements of population (RRMP) mechanism throughout the province.
Main purpose of the role
The Monitoring and Evaluation Coordinator (M&E) will integrate epidemiological monitoring activities from field health morbidity and mortality data (SNIS i.e National health information system) utilization data, drug consumption, reproductive health into a national database of Merlin health activities including emergency response, transition and development operations. The Monitoring and Evaluation Coordinator will help to design a system to effectively monitor project outputs to assist in project management, and also identify and monitor quality indicators to determine the impact of projects on the livelihoods of the war affected populations in DRC as they move into transition and development. S/he will train and supervise field medical/program administrators, and oversee database monitoring by medical coordinators. The M&E Coordinator will work together with the Merlin Epidemiologist to strengthen the M&E department and to improve the quality of Merlin programs in North Kivu.
Overall responsibilities (scope)
- Strengthen the quality and efficacy of the Merlin health programmes by carrying out regular evaluation of current Merlin health strategy, documenting the impacts of the programmes on the quality of health care provided in government health centres and effects on morbidity and mortality of beneficiaries in the target areas
- Strengthen existing health data collection tools and systems analysing in a timely manner for internal and donor reports
- Under the supervision of the Provincial Director, link in with other INGO, and government/UN partners to look at ongoing M & E in DRC
