Job Summary/Background:
Deputy Chief of Party (DCoP) will primarily be responsible for the smooth running of Finance and Administration aspects of the project and serve as Acting Chief of Party in the Chief of Party’s (CoP) absence. The DCoP shall assure compliance and management quality with all USAID regulations and reporting requirements pertinent to the Cooperative Agreement governing USAID-funded Resilience and Economic Growth in the Arid Lands Improving Resilience (REGAL-IR) program in Kenya. This 5 year program aims to reduce hunger and poverty, increase social stability and build strong foundations for economic growth by strengthening social, economic and environmental resilience in pastoral and transitioning communities in Kenya’s arid lands. 

The proposed program, with an expected value of $49 million, will increase livelihood opportunities by strengthening primary livestock markets and increase small-holder
access to, and participation in, commercial trade; reduce nutrition vulnerabilities, reduce disaster risk by focusing on capacity building of local community structures and organizations as well as strengthen conflict prevention, mitigation and resolution capacities at the community level.  In addition, the program improves the management and productivity of natural resources.  The activity will be implemented via a consortium of international and national agencies, in coordination with the Government of Kenya.

Finance and Administration Officer
Location:  Kigali
Period of Contract: 1 year with possibility of extension

Practical Action Consulting (PAC) is the consulting arm of Practical Action an International NGO working with the poor communities to help them choose and use technology to improve their lives today and for generations to come. As the consulting arm of an International NGO, PAC is expected to extend the Practical Action’s work by undertaking consulting opportunities with donors, governments, NGOs, private sector and other implementing agencies. PAC also provides the group’s main reactive capability to respond to direct requests for assistance in the field of technology for poverty alleviation.
Practical Action is planning to start programs in Rwanda and we are seeking to recruit a highly motivated, results-oriented and proactive team player to fill the above position, to support start-up activities.  Reporting to the Finance and Administration Manager based in Nairobi on functional roles, and administratively to the Regional Energy Coordinator (based in Kigali), the successful candidate will be responsible for executing processes related to efficient and effective financial management and administrative roles for the Rwanda office.

Key responsibilities


  1. Set up accounting systems for PAC Rwanda and enforce control on costs and adherence to financial plan and projections.
  2.  Ensure timely and accurate preparation of all financial reports and submit to the Nairobi office
  3.  Ensure proper maintenance of all fixed assets and inventory while ensuring compliance with Practical Action policies for purchasing items 
  4.  Ensure timely and accurate processing of financial transactions and submission of the same to Nairobi for verification, posting and onward submission to UK. 
  5. Ensure the completeness, accuracy and recording of all cash receipts and payments by the Organisation 
  6. Provide financial support to PAC staff in Rwanda during design of project proposal budgets and negotiate donor contracts 
  7. Prevent financial loss due to fraud or error by ensuring that assets are safeguarded and closely monitored and maintained through adequate internal control systems. 
  8. Liaise with Regional Office on all financial matters and ensure that PAC Rwanda Office is kept abreast and informed of financial developments within the Group.
  9.  Produce monthly bank recocniliattions as well as manage all bank correspondence
  10.  Carryout all office administrative duties including making hotel and flight reservations for project staff
  11.  Organises training and other workshops 
  12.  Ensure accuracy of accounting data and entries, follow up on assignments, appointments and other commitments, following up and adjusting time tables.

Qualifications and skills
    Bachelors degree (Accounting option) or related business field
Minimum CPA II or equivalent qualification
At least three years working experience in a relevant field
 Experience in office administration and contract management
Working experience of computer accounting packages
Able to multi-task and with strong organizational skill

 Strong analytical and communication skills
