2011 call for proposals from the EU for improving governance and transparency
Call for proposals from the European Union to the Russian Federation NSAs
Deadline: Submission of concept notes by October 6 2011
In order to strengthen and improve governance and transparency of non-state actors in Russia, the Delegation of the European Union to the Russian Federation has issued a restricted call for proposals.
This call for proposals also aims for capacity building activities that contribute to financial and administrative sustainability of NSAs in Russia.
Objectives of the Programme
The 2011-2013 response strategy identifies three objectives that contribute to the programme’s overarching objective:
- to promote an inclusive and empowered society in partner countries that will facilitate non-state actor and local authority participation in poverty reduction and sustainable development strategies;
- to promote development education and awareness of development issues in the EU and the acceding countries;
- to facilitate coordination and communication of non-state actor and local authority networks in the EU and the acceding countries.
Global Objectives of the Call for Proposals
- to strengthen and improve the governance, integrity and transparency of Russian NSAs enabling them to be effective agents in representing and advocating for their constituents.
Specific Objectives of the Call for Proposals
- To improve NGO effectiveness and accountability to stakeholders, including their constituencies and users; to improve their organisational effectiveness in action and/or in the delivery of services and citizens’ engagement.
To ensure capacity building activities that contribute to the overall professionalization, managerial capacity and financial and administrative sustainability of NSAs. - To build the capacity of NSAs with a view to strengthening the role of NSAs in of decision-making, policy planning and services provision.
- To enhance the ability of NSAs to engage in discussion and decision-making process at the local level and even federal levels through awareness raising,
- professional advocacy and the development of campaigns, including those related also to environmental problems.
- To foster quality partnerships and promote networking and alliances among NSAs and Local Authorities as well as other stakeholders in Russia including NSAs from the EU.
Applicants are encouraged to explain in the concept note how they will contribute to building their own capacity and skills, or in case of European applicants, those of their local partner(s).
Last date for submitting the concept notes is October 6, 2011.

2011 call for proposals from the EC for poverty reduction and socio-economic development of the rural poor in Egypt
Call for proposal deadline: October 31 2011
The European Commission has issued a call for proposals to support eligible organizations in Egypt.
Objectives of the Program
The aim of the Support to Rural Development Programme is to support poor farmers and their families to improve the productivity of their land and increase their output and incomes on condition that they participate and comply with measures that support good agriculture practices related to the use of land and water (both in terms of quantity and quality), adopt appropriate land use measures, invest in appropriate recommended technologies, knowledge transfer and the preservation of biodiversity, including the mitigation of, and adaptation to, climate change.
Global Objective of the Call for Proposals
To contribute to poverty reduction and socio-economic development of the rural poor through measures aimed to protect, preserve and increase land productivity, create employment and generate incomes.
Specific Objective of the Call for Proposals
The specific objective of this Call for Proposals is to demonstrate and establish the modality of conditional incentive-based development as an approach to poverty reduction and growth in the rural areas of Egypt. It aims to provide direct and tangible benefits to the population demonstrating a better use of government resources. This would contribute to the adoption of a new paradigm for rural development that would be the basis for a rural development policy/strategy for the country.
This grant addresses three priority activity areas:
1. Area 1: Natural Resource Management
2. Area 2: Better Management of Agricultural Practices
3. Area 3: Strengthening Local Institutional Capabilities
Expected Results
1. Increased outputs and incomes from a combination of better cropping practices, increased water availability, improved land development and reduced environmental degradation at the farm level.
2. Enhanced job creation and income generation capacities; permanent jobs are created within the rural Union with a sustainable impact on income generation
3. Improved living conditions in the target areas through the improvement of existing social infrastructure.

2011 call for proposals- EU grants for developing greater cohesion in working on human rights for CSOs in Sri Lanka
Deadline for submission of concept notes: September 30 2011, 12.00hr Colombo time
The EU under the The European Instrument for Democracy and Humna Rights Program (EIDHR) has issued a restricted call for proposals from eligible non-state actor organizations and local authorities under the “Non-State Actors (NSAs) and Local Authorities in Development” thematic programme.
The specific objectives of this programme are to support civil society in developing greater cohesion in working on human rights (notably civil, political, economic, social and cultural rights), political pluralism and democratic political participation and representation.
The European Union recognises the expertise that civil society in Sri Lanka possesses and its fundamental role in promoting peaceful conciliation of group interests, in fighting against discrimination on any ground, and in developing equal gender participation in social, economic and political life, thus becoming an effective force for positive change, through effective cooperation among local civil society organisations and stakeholders.
Priorities
1. Partnerships and/or networking of non government organisations, community based organisations, and other relevant stakeholders are encouraged under this programme.
2. Emphasis should be given to strengthening and supporting local civil society organisations, building their capacity so as to ensure continuity and sustainability of the actions;
3. Proposals for activities that aim to facilitate inter-community involvement and promoting conflict mitigation are particularly encouraged.
4. Beneficiary and target group participation at the project design stage is encouraged and proposals should explicitly incorporate this as a part of project activities.
5. Applicants must – wherever possible – consider close collaboration and/or coordination with ongoing EU funded actions so as to enhance the potential for sustainability and synergies of interventions and maximise the benefits for the communities involved in a harmonized manner. 2011 call for proposals- EU grants for poverty reduction and sustainable development strategies.
Deadline for submission of concept notes: 31 August 2011
(Non state actors)
Minimum grant amount: 300, 000 EUR
Maximum grant amount: 1,000, 000 EUR
(Local Authorities)
Minimum grant amount: 250, 000 EUR
Maximum grant amount: 500, 000 EUR
This is a restricted call for proposals from eligible non-state actor organizations and local authorities under the “Non-State Actors (NSAs) and Local Authorities in Development” thematic programme.
This latest call for proposal has an objective of promoting the principles of inclusivity and independence in partner countries in order to facilitate participation of NSAs and local authorities in poverty reduction and sustainable development strategies.

Improvement of the Health status of the population in Sierra Leone
Specific objectives of the Call for Proposals
1. To consolidate and strengthen the capacities and roles of NSA/LA – in particular locally based structures
2. To take part in the achievement of the Millennium Development Goals for Health To strengthen countrywide health systems in Sierra Leone
3. To pay particular attention for the reduction of infant Mortality and Morbidity
4. To empower citizens to access health services by informing them of their rights
