Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries.
Merlin has been operational in DRC since 1997. Merlin teams have provided emergency medical care to the most vulnerable populations in Maniema, Kasai Oriental , North Kivu and Orientale Provinces. Activities have included emergency response, support to primary and secondary health care facilities (including supervision, supply of drugs, and the payment of incentives), reproductive health, institutional capacity building, immunisation campaigns, nutrition, WASH, and the rehabilitation of health facilities.
From 1 January 2012 Maniema and North Kivu will operate as autonomous programmes, each reporting direct to head office in London; they will be supported by country offices in Goma and Kinshasa.
In North Kivu Merlin currently works in Rutshuru/Binza, Kayna, and Birambizu health zones, providing essential health care services to DPs and host populations; and will provide the health component of the rapid response to movements of population (RRMP) mechanism throughout the province.
Main purpose of the role
The Monitoring and Evaluation Coordinator (M&E) will integrate epidemiological monitoring activities from field health morbidity and mortality data (SNIS i.e National health information system) utilization data, drug consumption, reproductive health into a national database of Merlin health activities including emergency response, transition and development operations. The Monitoring and Evaluation Coordinator will help to design a system to effectively monitor project outputs to assist in project management, and also identify and monitor quality indicators to determine the impact of projects on the livelihoods of the war affected populations in DRC as they move into transition and development. S/he will train and supervise field medical/program administrators, and oversee database monitoring by medical coordinators. The M&E Coordinator will work together with the Merlin Epidemiologist to strengthen the M&E department and to improve the quality of Merlin programs in North Kivu.
Overall responsibilities (scope)
  • Strengthen the quality and efficacy of the Merlin health programmes by carrying out regular evaluation of current Merlin health strategy, documenting the impacts of the programmes on the quality of health care provided in government health centres and effects on morbidity and mortality of beneficiaries in the target areas
  • Strengthen existing health data collection tools and systems analysing in a timely manner for internal and donor reports
  • Under the supervision of the Provincial Director, link in with other INGO, and government/UN partners to look at ongoing M & E in DRC
